Learning experience of flood risk management of the Federal Republic of Germany

In order to serve the planning and socio-economic development, the Federal Republic of Germany has built a detailed flood risk map to determine the level of flood risk and zoning for economic construction and development. Areas with high flood risk will not be allowed to build solid structures. In addition, all states have early warning information pages about heavy rain, floods, snowstorms… that people can access by smartphone, for example, the early warning information page of the State of Baden – Wuertemberg www.hvz.baden-wuertemberg.de. Since 2025, the natural disaster early warning information page has been integrated for the whole Federal Republic of Germany at https://www.naturgefahrenportal.de/de/alerts.

Under the impact of climate change and uncontrolled urban expansion, in recent years Vietnam has been increasingly affected by natural disasters, storms and floods, especially the consecutive historic floods in 2024 and 2025, causing serious human and property losses in many regions across the country. This shows the lack of accuracy in early warning work, the absence of decision support tools, awareness of stakeholders on prevention work, people’s understanding of risks as well as necessary preparations to respond when natural disasters occur.

With the desire to build a flood risk management model in Vietnam, TUMIKI Institute of Technology has exchanged and learned experiences in building a flood risk management model from the Federal Republic of Germany. We hope to successfully build a flood risk management model for Vietnam, contributing to economic development and mitigating the impact of floods on people’s lives.
